Seychelles Meteorological Authority Strengthens Ties with University of Reading Through New Partnership
The Seychelles Meteorological Authority (SMA) has reinforced its longstanding collaboration with the University of Reading through the signing of a Memorandum of Understanding (MoU) aimed at advancing meteorological education, research, and institutional capacity building. The MoU was signed during an official visit to the University of Reading, in Exeter, on 14 October 2025 by Mr. Vincent Amelie, Chief Executive Officer of the SMA, and Professor Parveen Yaqoob, Deputy Vice-Chancellor of the University of Reading.

This new partnership formalizes years of collaboration between the SMA and the University’s Department of Meteorology, one of the world’s leading universitites and centres of excellence in atmospheric and climate sciences. The agreement sets out a framework for joint initiatives to strengthen Seychelles’ capacity in weather forecasting, climate services, and scientific research.
“The University of Reading holds a very special place in my professional journey,” said Mr. Amelie. “It was here that I studied in 2013–2014, an experience that shaped both my career and my vision for the Seychelles Meteorological Authority. This renewed partnership reflects our shared commitment to building national capacity and empowering the next generation of Seychellois meteorologists.”
The SMA currently finances Seychellois students to pursue a Bachelor of Science in Meteorology at the University of Reading as part of its localization plan, which aims to reduce the country’s reliance on expatriate meteorologists by 2030. While the programme has already produced a few graduates, both institutions recognise the need for stronger coordination to ensure students receive continuous support and remain engaged with the SMA throughout their studies.
Under the newly signed MoU, the SMA and the University of Reading have agreed to:
- Establish a strategic oversight framework between the two institutions to support Seychellois students during their studies.
- Develop a preparatory programme in collaboration with the University of Seychelles to better equip students before commencing their studies at Reading.
- Undertake joint research and projects on tropical meteorology, climate services, and the forecasting challenges faced by small island developing states.
- Promote mentoring, internships, and professional development to help students transition smoothly into national meteorological roles upon their return.
Discussions during the visit also focused on enhancing research collaboration, promoting knowledge exchange, and developing regional expertise, with the SMA positioned as a key partner in addressing climate and weather-related challenges across the Southwest Indian Ocean.

We are delighted to continue working with him and the Seychelles Meteorological Authority to nurture the next generation of meteorological professionals.”
